National Judges
Programme

The Hong Kong National Judges Programme provides a framework for individuals wishing to develop their protest committee skills. It is intended that this will not only ensure a supply of properly qualified protest committee members for Hong Kong events, but allow people interested in becoming International Judges to present a qualification which will help them in attending International Juries overseas, and qualifying as IJs.

What do Judges do?

At the core of sailing competition is the Racing Rules of Sailing which all participants abide by. The Judges role is to offer a range of services (related to these rules) to competitors and organising authorities. These including the hearing of protests and requests for redress, appeals, equipment compliance, and on-water judging (watching for rule infringements).

Training

The HKSF programme provides for two levels of qualification, Club Judge (CO) and National Judge (NO).

Occasionally the HKSF also host World Sailing Seminars and Clinics for race officers, including National Judges.

There are two progressive courses within the HKSF Judge Program.

    Club Judges

The Club Judge training is aimed at educating HKSF members in the basics to conduct consistent procedure and fair protest hearings at a club level. This entry level course equips new Club Judges to be members of a race Protest Committee and conduct club level protest hearings and arbitration at local sailing events.

    Qualification as a Club Judge

To be appointed as an CJ, a candidate should:

    Be a member of HKSF

Have completed the HKSF Club Judge or National Judge seminar, or an IJ seminar package, conducted by a suitably experienced person. The instructor of the course attended would be required to confirm that the attendee had successfully completed the course.

Have in the 24 months prior to application sat on protest committees at 4 qualifying events* in Hong Kong during which they heard a minimum of 4 valid protests, including at least one national protest committee** in Hong Kong or overseas which heard at least one valid protest which is chaired by the candidate.

Have their performance when sitting on a national protest committee assessed by the Chairman as being of the level expected of a CJ.

A person who has passed the written test but not yet obtained the experience required in 3) or 4) above may be qualified as a Provisional Club Judge (PCJ)

    National Judges

National Judges are qualified to chair protest committees at Hong Kong National events, or major club events.

National Judges are also qualified to assess the performance of Club Judges and expected to help in the development of their judging skills.

Unless judging Rule 42 is included in such a seminar, have attended an HKSF approved seminar on that subject.

The course instructor of the course attended would be required to confirm that the attendee had successfully completed the course.

Pass an approved written test to demonstrate rules knowledge at the required level.

    National Judges

Initial qualification is for a period of 24 months.

To renew their qualification an NJ would be required to sit on the protest committee for at least 8 qualifying events* during the prior 24 months, during which they heard at least 8 valid protests, including at least one International Jury which heard at least one valid protest chaired by the candidate.

They should also have acted as Chairman for at least two of the protest committees they include as qualifying events.

Details of these events, together with a report from the chairman of an International Jury on which they have sat in the year that they have performed at NJ standard must be submitted with the renewal request.

It is the intention of the renewal criteria that a person seeking renewal for both Club Judge and National Judge should be able to demonstrate that they have been active in judging at an adequate level during the year. Based on experience in operating the scheme, the HKSF Judge & Umpire committee may modify these criteria in the light of maintaining adequate standards, and of practicality.

*For an event to qualify it must:

    • Be organised by an HKSF Member Club or Association
    • Have issued proper NOR and SIs
    • Be properly organised, including formal entry and protest procedures

** National level events include national (class) championships and other major open regattas.
